I'm fairly convinced that either the scaling was wrong or that the test was intentionally designed to overemphasize topics not covered by the bar prep courses. A lot of states have seen significant increases in failures (increases of up to 1/3 aren't that uncommon). Illinois went from about 15 or 16% to about 20%. Missouri went from 11% to 15%. The Illinois bar examination prior to the UBE consisted of three Illinois essay questions, one MPT task, and six MEE questions on Tuesday, and the MBE on Wednesday.
